Action 4.2 in the RWG Water Efficiency Action Plan is to “undertake a review of the effectiveness of existing regulations; tariffs; targets; penalties and incentives for wholesalers, retailers and customers and to explore how they could be amended to support greater NHH water efficiency”. 

As part of delivering this action this paper presents a rapid review of relevant and readily accessible international experience focussing on the following questions: 

  1. What was done to incentivise/motivate business customers to engage in water efficiency action?
  2. What was the role of the water provider? Did they act as the supply-side driver, or respond to customer demand?
  3. How were the water efficiency initiatives funded? By business customer, by water provider; by Government grants etc.
